Frequently asked questions
When does digital format become mandatory?
From 5 October 2026, the freight administrative control document and passenger route sheet must be digital whenever they are required. Digitalisation does not change the scope or exemptions for each activity. Check the date and scope.
Which transport operations does it apply to?
The DeCA regulations apply to domestic transport in Spain, including cabotage. For freight, to transport for hire or reward subject to Order FOM/2861/2012; for passengers, to services requiring a route sheet under Order FOM/1230/2013. Check the scope and exemptions.
Does the driver need to install an application?
No. The link and QR code download the PDF directly, without signing in. Before the service actually starts, the driver must receive a copy to carry on board: electronically on a mobile device or printed on paper, with a QR code in both cases.
Can I work with passengers and freight?
Yes. You choose the company's activity when you register. You can select both and change it later.
What happens when I amend an issued document?
The application updates the document while retaining its link and QR code. The PDF includes the reason for the change and retains the previous details marked as no longer valid. You must deliver the updated copy to the driver.
Which regulations govern these documents?
Orders FOM/2861/2012 and FOM/1230/2013 govern the freight document and the passenger route sheet. The Resolution of 5 June 2026 sets out the characteristics of the applications and electronic documents. You can also consult the Ministry's frequently asked questions.
